About measures for carrying out the next stage of reforming of the sphere of power

In recent years large-scale reforms on the accelerated development, increase in investment appeal of all industries of economy, creating favorable conditions for growth of business activity of the population, and also to expansion of industries of production and rendering services, improvement of the social sphere and increase in level of living of the population are performed.

For the purpose of creating favorable conditions for development of healthy competitive environment and increase in inflow of foreign and private investments to the sphere of power, and also formation of the wholesale and retail electricity markets based on implementation of free and transparent mechanisms of pricing:

1. Approve:

a) The concept of phased transition on mechanisms of wholesale and retail electricity markets for 2023 - 2030 according to appendix No. 1 *, based on the following approaches:

step-by-step forming of the wholesale and retail electricity markets based on the competition;

increase in investment appeal of electric power industry and creation of conditions for broad attraction of private sector to this sphere;

providing continuity and stability of electricity supply, and also improvement of quality of the services rendered to consumers;

implementation of mechanisms of social protection in case of determination of electricity tariffs for the population, and also providing till 2035 electricity trading to the population on the basis of single price policy in all regions of the republic;

provision to the population and subjects of entrepreneurship of the right to the free choice of suppliers of electrical energy;

ensuring free pricing in the wholesale market of the electric power proceeding from the demand and supply, the organization of daily electricity trading, and also implementation of all transactions for purchase and realization by means of trade online platform;

expansion of scale of production of green energy due to broad involvement of potential of renewable energy resources;
