About additional measures for further support of public-private partnership in the field of preschool education

For the purpose of consecutive continuation of the undertaken reforms in system of preschool education, further support of activities and expansion of network of the non-state preschool educational organizations on the basis of public-private partnership:

1. Permit subjects of entrepreneurship to extend, at will, till October 1, 2024 the term of grace period on the soft credits allocated according to the agreements on creation of the non-state preschool educational organizations signed in 2018 - 2022 on the basis of public-private partnership.

At the same time:

during the grace period subjects of entrepreneurship make exclusively interest payments on the credits;

the payments on principal debt which are subject to payment during the grace period are distributed in equal quantity on the rest of the credit period.

2. Determine that:

a) soft credits on creation of the non-state preschool educational organizations on the basis of public-private partnership are allocated to initiators of projects on the following tiered interest rates and conditions:

in the city of Tashkent - for a period of 10 years, including grace period 2 years, at the rate of 12 annual interest rates;

in the city of Nukus, the administrative centers of areas and the cities of regional subordination - for a period of 10 years, including grace period 2 years, at the rate of 8 annual interest rates;

in areas - for a period of 10 years, including grace period 2 years, at the rate of 5 annual interest rates;

b) the conditions and interest rates of soft credits determined by the subitem "an" of this Item extend also to the soft credits allocated on tiered interest rates according to the resolution of the President of the Republic of Uzbekistan of April 12, 2021 No. PP-5071 "About additional measures for development of public-private partnership in the field of preschool education";
