About the state accounting and operation of civil unmanned aerial vehicles

According to article 79 of the Constitution of the Republic of Belarus and for the purpose of ensuring homeland and public security:

1. Determine that:

1.1. import to the territory of the Republic of Belarus, storage, turnover *, operation and production of civil unmanned aerial vehicles (further - civil BLA) ** and model aircrafts ***, and also use of airspace are prohibited physical persons by civil BLA;

* Turnover is understood as acquisition, alienation, transfer, and also other actions directed to origin, establishment, the termination of the rights and obligations concerning the civil unmanned aerial vehicle and model aircraft.

** Civil BLA are understood as the unmanned aerial vehicles used in civil aviation, intended for transportation of goods and (or) equipped with digital cameras and (or) other equipment which allows to perform in the course of flight different functions, and also the identifiable spare parts to such devices which are not relating to the military products controlled within system of export control.

*** Model aircrafts are understood as aircraft without person onboard which flight control is possible only on condition of visual contact with them, not equipped with any equipment, used including for entertainments, and also identifiable spare parts to them, except for air toy spheres, kites and the flying toys without remote control.

1.2. import to the territory of the Republic of Belarus, storage, turnover, operation and production of civil BLA and model aircrafts, use of airspace by means of civil BLA by legal entities and individual entrepreneurs are performed for the purpose of their business and professional activity with observance of the requirements established by this Decree;
