1. Determine that for carrying out reconstruction of the sea check point through frontier of the Russian Federation Ust-Luga (further - the check point Ust-Luga) arrival in the Russian Federation and departure from the Russian Federation of the goods (except for animals and ammonia) imported into the Russian Federation and exported from the Russian Federation by sea transport through the check point Ust-Luga is allowed in the places which are not places of movement of goods according to the Customs code of the Eurasian Economic Union according to the list according to appendix if the following conditions are at the same time complied:

lack of possibility of placement of goods and vehicles to whom they move, caused by characteristics of such goods and (or) vehicles, in the customs control zone created at the check point Ust-Luga;

submission by carrier to the customs authority exercising customs control at the check point Ust-Luga, the documents and data provided by Articles 89 and 92 of the Customs code of the Eurasian Economic Union;

conducting border control at the check point Ust-Luga.
