Determine that solutions on compliance of industrial clusters and the specialized organizations of industrial clusters to requirements to industrial clusters and the specialized organizations of industrial clusters for the purpose of application of measures of stimulation of activities to them in the field of the industry approved by the order of the Government of the Russian Federation of July 31, 2015 No. 779 "About industrial clusters and the specialized organizations of industrial clusters", the entries into force of this resolution accepted by the Ministry of Industry and Trade of the Russian Federation about one day, continue to be effective within 5 years from the date of adoption of such decisions.

Changes which are made to the Order of the Government of the Russian Federation of July 31, 2015 No. 779

1. The requirements to industrial clusters and the specialized organizations of industrial clusters for the purpose of application of measures of stimulation of activities to them in the field of the industry approved by the specified resolution to state in the following edition:

1. This document establishes requirements to industrial clusters and the specialized organizations of industrial clusters for the purpose of application of the measures of stimulation of activities to them in the field of the industry established by the Federal Law "About Industrial Policy in the Russian Federation", other Federal Laws, regulatory legal acts of the President of the Russian Federation and regulatory legal acts of the Government of the Russian Federation.

2. The concepts used hereunder mean the following:

"infrastructure of industrial cluster" - set of objects of technological and industrial infrastructure, the organizations of science and education providing development of industrial cluster and program implementation of development of industrial cluster within the contribution agreement in activities of industrial cluster;

"final industrial production of industrial output" - production of industrial output for the purpose of its realization on internal and the foreign markets with use of industrial output of participants of industrial cluster;

"methodical, organizational, expert and analytical and information maintenance of development of industrial cluster" - activities for development and support of the development program of industrial cluster and joint projects of participants of industrial cluster, the organization of interaction between participants of industrial cluster, public authorities and local government bodies, and also the interested organizations, including organizations of science and education, credit institutions, state-owned companies and the companies with the state participation, institutes of development;

"general level of functional dependence of industrial cluster" - the indicator of use of industrial output in industrial cluster calculated according to the subitem "e" of Item 3 of this document;

"the development program of industrial cluster" - the actions for creation and development of set of the subjects of activities in the field of the industry connected by the relations in the specified sphere owing to proximity and functional dependence and placed in the territory of one subject of the Russian Federation coordinated on the purposes, terms and resources or the territories of several subjects of the Russian Federation making industrial output, and also target performance indicators of accomplishment of such actions;

"industrial output" - the goods made by participants of industrial cluster as a result of implementation of activities in the field of the industry;

"works and services of production nature" - accomplishment of the transactions necessary for production of industrial output, including transactions on production preparation, processing of raw materials (materials), control of observance of engineering procedures, maintenance of fixed assets and other similar transactions;

"joint project" - complex of actions for production organization of industrial output and to ensuring compliance of industrial output to consumer requirements by means of creation and development of production cooperation between participants of industrial cluster;
