About modification of some regulations (reform of system of the public assistance "Restart")

Art. I. - In part (9) article 4 of the Law on compulsory medical insurance No. 1585/1998 (The official monitor of the Republic of Moldova, 1998, Art. No. 38-39, 280), with subsequent changes, Item d) to state in the following edition:

"d) the territorial agencies of the public assistance, structure responsible for the public assistance and protection of the rights of the child in municipium of Chisinau and autonomous territorial education Gagauzia - for the category specified in Item l) parts (4), concerning persons with heavy extent of restriction of opportunities is aged more senior than 18 years and for the categories specified in Item n) parts (4);".

Art. II. - In Item a) article 57-2 of the Family code No. 1316/2000 (Official monitor of the Republic of Moldova, 2001, Art. No. 47-48, 210), with subsequent changes, shall be replaced with words the words "departments/management of social security and protection family/management on protection of the rights of the child of municipium of Chisinau." Art. III. - In the Law on Fonda of support of the population No. 827/2000 (Official monitor of the Republic of Moldova, 2000, Art. No. 65-67, 460), with subsequent changes, to make the following changes:

1. State Article 1 in the following edition:

"Art. 1. - The fund of support of the population is created for financing of partial compensation of expenses on transportation of bodies of the died persons from abroad - citizens of the Republic of Moldova and financing of dining rooms of the public assistance.".

2. In Article 4:

in part (1):

in Item e) the words "sponsor's and other receipts" shall be replaced with words "sponsorship, donations and other receipts,";

Item f) to declare invalid.

in part (3) words "National agency of the public assistance." shall be replaced with words "Fund of support of the population which administers Agency on management of highly specialized social services.".

3. In Article 5:

1) to state part in the following edition:

"1) partial compensation of expenses on transportation from abroad bodies of the died persons - citizens of the Republic of Moldova.";

4. In Article 5-1:

5. In Article 6:

in part (1) the words "National Agency of the Public Assistance" shall be replaced with words "Agency on management of highly specialized social services";

part (to state 2) in the following edition:

"(2) the Territorial agencies of the public assistance, structure responsible for the public assistance in municipium of Chisinau and autonomous territorial education Gagauzia, quarterly submit to Agency on management of highly specialized social services reports on use of financial resources from Fund of support of the population."

6. In Article 6-1:

part (to state 1) in the following edition:

"(1) the Agency on management of highly specialized social services transfers financial funds for financing of partial compensation of expenses on transportation of bodies of the died persons from abroad - citizens of the Republic of Moldova by means of government electronic payment service (MPay) it agrees the regulatory base approved by the Government. Accounting of payments is performed by Agency on management of highly specialized social services.";

in part (words "The national agency of the public assistance" shall be replaced with words 2) "Agency on management of highly specialized social services".

Art. IV. - In the Law on additional social protection of some categories of the population No. 121/2001 (Official monitor of the Republic of Moldova, 2001, No. 51, of the Art. 280), with subsequent changes, to make the following changes:

1. Add the law with Article 2-1 of the following content:

"Art. 2-1. - Establish annual financial support to some categories of citizens, namely:

a) annual financial support to persons with limited opportunities owing to participation in fighting in Afghanistan and to members of families of combatants in Afghanistan, the dead on duty (spouses and one of parents), - in the amount of 1000 lei, till February 15.
