solved:

1. Bring the following changes in Regulations of the Constitutional Court of the Russian Federation:

1.1. In paragraph 22.1 to exclude the words "or it is not specified by the applicant in the address" from Item 3.

1.2. In paragraph 22.2 to exclude the words "or it is not specified by the applicant in the address" from Item 3.

1.3. Add Chapter 3 with new paragraph 22.4 of the following content:

If the address is submitted by the applicant to one of the methods provided by the Federal constitutional Law "About the Constitutional Court of the Russian Federation", according to the procedure, established by these Regulations, he has the right to direct the additional materials to the address (except changing the requirement of the applicant to the Constitutional Court) conforming to requirements of paragraph 22.3 of these Regulations by e-mail specified in the address.".
