1. Consider the most important task of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions realization of the following main directions of increase in efficiency of prevention of offenses:

the first - establishment of qualitatively new procedure for the organization of work of republican, average and local divisions of prevention of offenses providing accurate determination and differentiation of their main objectives, functions and responsibility, non-admission of assignment on prevention inspectors of functions unusual for them;

the second - the organization of the scheduled maintenance in close interaction with the population, self-government institutions of citizens and other institutes of civil society aimed, first of all, at providing the early prevention of offenses, increase in legal culture in society, instilling in citizens of respect for the law and intolerance to any manifestations of violations of the law;

third - development of system of work with minors and the youth directed to their education in the spirit of love for the country, patriotism, respect for national and universal values, protection of younger generation against the ideas of terrorism, religious extremism, violence and cruelty;

the fourth - strengthening of the personal responsibility of inspectors on prevention for proper execution of the assigned obligations, including by systematic representation to the public of reports on the activities, eradication of the facts of their superficial relation to the problems concerning the population;
