About procedure for the solution of single questions of the administrative-territorial device of Ukraine

This Law determines procedure for education, liquidation, establishment and change of borders of administrative and territorial units, their names and renaming, the solution of other questions of the administrative-territorial device of Ukraine.

Section I. General provisions

Article 1. Settlements and settlements

1. The settlement is compactly populated residence of people formed owing to historical traditions, economic and other activity, has steady structure of the population, own name and the isolated territory with the borders established in the procedure provided by the law.

2. The cities, settlements, villages according to town-planning and social and economic characteristics are categories of settlements.

3. The city is the settlement with mainly compact building which total number of inhabitants constitutes at least 10 thousand.

4. The settlement is the settlement with mainly farmstead building which total number of inhabitants constitutes at least 5 thousand.

5. The village is the settlement with farmstead building which total number of inhabitants constitutes less than 5 thousand.

6. The cities are city, and settlements and villages - rural settlements.

7. The settlement is the compact place of residence of people outside the settlement which has no steady structure of the population and is not referred to category of the settlement.

8. Settlements can be formed on the basis of settlements according to the procedure, determined by this Law.

Article 2. Formation (liquidation) of settlements, establishment (change) of their borders, reference of settlements to other category

1. During formation (liquidation) of settlements, establishment (change) of their borders, references of settlements to other category are considered:

1) historical, geographical, social and economic, natural, ecological, ethnic, cultural conditions of the area;

2) Quality and availability of provision of administrative and other services;
