About introduction of temporary quantitative restriction on export of separate types of fertilizers

1. Establish from December 1, 2023 to May 31, 2024 inclusive quantitative restriction on export out of limits of the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, mineral fertilizers of 16948221 tons from them by codes of the CN FEA EEU 3102 10 100 0, 3102 10 900 0, 3102 30 100 0, 3102 30 900 0 and 3102 80 000 0 of 9812980 tons, including by codes of the CN FEA EEU 3102 30 100 0 and 3102 30 900 0 of 2529633 tons, by codes of the CN FEA EEU 3105 20 100 0, 3105 20 900 0, 3105 40 000 0 <1>, 3105 40 000 <2> and 3105 59 000 0 of 7135241 tons (further respectively - fertilizers, non-tariff quotas).

2. Determine that non-tariff quotas:

a) extend also to the fertilizers which are exported from customs area of the Eurasian Economic Union since December 1, 2023, declared and issued according to customs procedures;

b) do not extend:

on the fertilizers which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also on the fertilizers occurring about the territories of the Russian Federation moved between parts of the territory of the Russian Federation through the territories of foreign states;

on the fertilizers which are taken out to the Republic of Abkhazia and the Republic South Ossetia;
