About the National plan of response to nuclear and radiation accidents

According to article 6 of the Law of the Republic of Tajikistan "About use of atomic energy" the Government of the Republic of Tajikistan decides:

Approve the National plan of response to nuclear and radiation accidents it (is applied).

National plan of response to nuclear and radiation accidents

1. General provisions

1. Protection of the population, the environment and subjects to managing against possible nuclear and radiation accidents is one of priority areas of state policy of the Republic of Tajikistan in the field of use of atomic energy.

2. The national plan of response to nuclear and radiation accidents (further - the Plan) is developed according to the laws of the Republic of Tajikistan "About use of atomic energy", "About radiation safety", "About protection of the population and the territories against emergency situations of natural and technogenic nature", other legal regulations of the Republic of Tajikistan, and also taking into account recommendations of International Atomic Energy Agency and experience of other countries.

3. In the Plan the following basic concepts are used:

Emergency situation - the situation in certain territory which resulted from accident, disaster or catastrophic crash which entailed or death of people, damage to their health, the environment and subjects to managing, considerable material losses and violation of conditions of life activity of the population can entail 1);

2) emergency situations of technogenic nature - the emergency situations caused by industrial, transport and other accidents, the fires (explosions), accidents with emissions (emission threat) of strong poisonous, radioactive and biologically dangerous substances, sudden building collapse and constructions, breaks of dikes, accidents at electrical power stations and communication life support systems, treatment facilities;

3) zone of emergency situation - certain territory in which emergency is declared:

- object - distribution of effects is limited to installation, the workshop, object;

- local - distribution of effects is limited to the settlement, the area, the area;

- regional - distribution of effects is limited to several regions (areas);

- global - distribution of effects which cover the territory of the Republic of Tajikistan and the adjacent countries;

4) the prevention of emergency situations - complex of the events held beforehand and directed to the greatest possible reduction of risk of emergence of emergency situations, preserving health and life of people, decrease in the extent of damage and material losses;

5) liquidation of emergency situations - the rescue, emergency and recovery and other urgent operations which are carried out in case of emergency situations and directed to rescuing of life, and preserving human health, decrease in the extent of damage and material losses, and also to localization of zones of emergency situations;

6) state regulation - activities of authorized state bodies for development, approval and enforcement of regulations and rules for nuclear and radiation safety, control of the issue of licenses for types of activity connected with use of atomic energy, to supervision implementation;

7) sources of ionizing radiation - the radioactive materials, installations (which are not relating to nuclear installations), the devices and objects which are letting out or capable to emit ionizing radiation;

8) control - the actions which are constantly performed by authorized state bodies and the operating organization for check of fulfillment of requirements of regulations, rules and instructions;

9) supervision - actions of the authorized state body performing permanent check of execution of requirements of regulatory legal acts of the Republic of Tajikistan, conditions of licenses and international treaties within the competence for the purpose of regulation of process of use of atomic energy;

10) radioactive materials - the materials containing chemical elements which kernels are capable to spontaneous disintegration;

11) radioactive waste - the materials and substances in any aggregate state containing radioactive materials in the quantities and concentration exceeding the values regulated by regulatory legal acts formed as a result of economic activity and which are not subject to further use;

12) nuclear materials - the materials containing or capable to reproduce the sharing (split) nuclear substances;

13) nuclear installations - nuclear reactors, including reactors of nuclear power plants, space and aircraft, vehicles, industrial, experimental research reactors, nuclear stands, any constructions, complexes, installations, the equipment and technical means for production, use, conversion, transportation and placement of nuclear materials;

14) storage - the temporary placement in specially prepared places (including in special containers) radioactive materials and radioactive waste assuming possibility of their extraction for use, conversion or burial;

15) radiation safety - the condition of radiation situation provided with complex of the actions limiting radiative effects on personnel, the population and the environment according to the established regulations;

16) ionizing radiation - the radiation consisting from loaded, uncharged particles and photons which in case of interaction with environment form ions of different signs;

17) the controlled area is the territory on which special rules on radiation control, the admission and accommodation of people act;

18) personnel - physical persons which constantly or temporarily work directly with sources of ionizing radiation;

19) radiation accident - violation of limits of safe operation of subject to use of atomic energy in case of which there was exit of radioactive products and/or ionizing radiation for the borders provided by the project of normal operation which could give or led to radiation of people above of the established regulations or to radioactive environmental pollution;

20) nuclear accident - the accident connected with abuse of regulations of operation or with damage of the nuclear reactor, nuclear destructive device, other objects containing the sharing materials from which the uncontrollable unauthorized allocation of nuclear energy of division posing hazard to life and human health and causing environmental damage results;

21) radiation protection - set of the radiation and hygienic, design, technical and organizational actions aimed at providing radiation safety;

22) radiation monitoring - systematic observations of condition of radiation situation as on subjects to use of sources of ionizing radiation, and in the environment;

23) intervention level - the size of the prevented dose in case of which achievement, in cases of emergence of situations of chronic or emergency radiation, protective or postemergency measures are taken;

24) the environment - set of natural objects, including atmospheric air, ozone layer of Earth, water, the soil, subsoil, animal and flora, and also climate in their interaction;

25) environmental protection - system of the state and public measures directed to harmonious interaction of the nature and the person, improvement of quality of the environment, rational use and reproduction of natural resources;

26) environmental pollution - receipt to the environment of potentially dangerous chemical and biological substances, radioactive materials, waste of productions and consumption, and also environmental impact of noise, vibrations, magnetic fields and other harmful physical impacts;

27) intervention - the action directed to decrease in probability of radiation, or dose or adverse effects of radiation;

28) deactivation - removal or decrease in radioactive pollution from any surface or from any circle;

29) pollution radioactive - presence of radioactive materials on surface, in material, in air, in body of the person or in other place, in the quantity exceeding the levels established by regulations and rules;

30) burial of radioactive waste - safe placement of radioactive waste without intention of subsequent their extraction;

31) zone of radiation accident - the territory, on which established fact of radiation accident;

32) category of object radiation - the characteristic of object on degree of potential danger of object for the population in the conditions of its normal operation and in case of possible accident;

33) control radiation - receipt of information on radiation situation in the organization, in the environment and about levels of radiation of people (includes radiation and radiometric control);

34) the population - all persons, including personnel out of work with sources of ionizing radiation;

35) radiation safety of the population - condition of security of these and future generations of people from impact of ionizing radiation, harmful to their health;

36) work with source of ionizing radiation - all types of the address with radiation source on workplace, including radiation control;

37) risk radiation - probability of origin at the person or his posterity of any harmful effect as a result of radiation.

§1. Purpose, appointment and scope of the Plan

4. The purpose of the Plan is minimization of impact of nuclear and radiation accidents on health of the population and the environment, and also reduction of damage to material, cultural values and subjects to managing.

5. Tasks of the Plan are establishment of the organizational actions necessary for realization of the timely and coordinated actions of the central and local executive bodies of the Republic of Tajikistan, and also the companies, the organizations and organizations (further - the companies) performing activities in the field of use of atomic energy, on protection of health of personnel and the population, the environment in case of nuclear and radiation accident, including:

- determination of the rights and obligations of the central and local executive bodies of the government, and also legal entities and individual entrepreneurs in case of nuclear or radiation accident;

- determination of operations procedure and event management on readiness and response to nuclear and radiation accidents;

- coordination of actions of the organizations and state bodies in case of nuclear or radiation accident and liquidation of its effects;

- forming of system of ensuring readiness and response to nuclear and radiation accidents, including resources of business entities, local and central executive bodies of the government of the Republic of Tajikistan, and also the international organizations;

- reduction in readiness of management system, the notification and communication in case of threat or emergence of nuclear and radiation accident;

- event management on response to nuclear and radiation accidents.

6. Requirements of the Plan are binding for all companies performing activities in the field of use of atomic energy and also for local and central executive bodies of the government of the Republic of Tajikistan.

7. Requirements of the Plan do not extend to elimination of long-term effects of nuclear and radiation accidents.
