For the purpose of raising on new stage of the reforms directed to increase in competitiveness of agricultural and food industries, ensuring price stability in the domestic market, increases in investment appeal due to complete refusal of public procurements over necessary amount of grain, and also creation of opportunity for realization of grain at the exchange biddings without restrictions:

1. Agree with the offers of the Ministry of Agriculture, Ministry of Economic Development and reducing poverty, the Ministry of Finance, and also Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan directed to increase in investment appeal in case of production and realization of grain, providing:

independent placement by business entities of the grades of wheat recommended for crops in the territory of the republic since 2022 proceeding from land and water conditions for the purpose of secured provision of the domestic market by grain;

in 2022 - 2024 free realization through the exchange biddings on average on the republic on grain ton 2,5 from each hectare of the irrigated area sowed by grain which harvest is grown up by grain clusters and farms, other part - on the basis of direct agreements;

allocation of soft credits to zernovodchesky farms, elite seed-growing farms and grain clusters as a part of the Center of development of seed farming under the Ministry of Agriculture for covering of expenses on production of grain at the expense of credit resources of Fund of the state support of agricultural industry (further - Fund);

provision to zernovodchesky farms, elite seed-growing farms and grain clusters as a part of the Center of development of seed farming of the right of free use of borrowing facilities, direct procurement of mineral fertilizers, remedies of plants, fuels and lubricants and agricultural machinery.
