About the state defense order

This Federal Law establishes the general legal and economic principles, procedure for forming, placement, financing and execution of the state defense order and governs the relations in this area.
In this Federal Law the following main terms are used:
the state defense order (further - the defense order) the legal act providing deliveries of products for federal state needs for the purpose of maintenance of necessary level of defense capability and safety of the Russian Federation: military weapon, ammunition, military equipment, other military property (further - arms and military equipment), components and materials, performance of works and provision of services (further - products (works, services), and also export-import deliveries to areas of military and technical cooperation of the Russian Federation with foreign states according to international treaties of the Russian Federation;
the state customer of the defense order (further the state customer) - the federal executive body, State Atomic Energy Corporation "Rosatom" performing orders for development, production, deliveries of products (works, services) by the defense order. The federal executive body incorporating troops and paramilitary groups according to the laws and other regulatory legal acts of the Russian Federation or State Atomic Energy Corporation "Rosatom" can only be the state customer of arms and military equipment, research and development works on their development, and also on creation of new production technologies of arms and military equipment for the purpose of maintenance of necessary level of defense capability and safety of the Russian Federation;
