1. In the Order of the Government No. 657/2009 about approval of the Regulations on the organization and functioning of the State office, its structure and extreme number (Official monitor of the Republic of Moldova, 2009, No. 162, of the Art. 724), with subsequent changes, to make the following changes:
Formula of acceptance to state 1) in the following edition:
"In pursuance of article 16 of the Law No. 98/2012 on the central branch public management, article 31 of the Law No. 136/2017 on the Government, and also for ensuring realization of the functional prerogatives by the State office the Government DECIDES:";
Item 1 to state 2) in the following edition:
"1. Approve:
1) Regulations on the organization and functioning of the State office, according to appendix No. 1;
2) Structure of the State office, according to appendix No. 2;
3) Regulations on the organization and functioning of the Office of the Prime Minister, according to appendix No. 2-1;
4) Regulations on the organization and functioning of Control service of the Prime Minister, according to appendix No. 2-2;
5) Regulations on the organization and functioning of Bureau on coordinating of realization of priorities of the Government, according to appendix No. 2-3;
6) the List of organizational structures in which the State office acts as the founder, according to appendix No. 3.";
To replace 3) in Item 2 of figure "210" with figures "281";

Regulations on the organization and functioning of the State office
I. General provisions
1. The regulations on the organization and functioning of the State office (further - the Provision) regulate its mission, powers and the rights, and also the organization of activities.
2. In the activities the State office is guided by the Constitution of the Republic of Moldova, the Law No. 136/2017 on the Government, the Law No. 98/2012 on the central branch public management and other regulations, presidential decrees of the Republic of Moldova, ordinances, resolutions and orders of the Government and requirements of this provision.
3. Payment terms of work of personnel of the State office are established according to the legislation on compensation in the budget sphere.
4. The state office is legal entity of the public law, has seal with the image of the State Emblem of the Republic of Moldova and the name, and also has the treasurer accounts and other attributes of bodies of public management established by the legislation.
5. The location of the State office - мун. Chisinau, area of the Grand National Assembly, 1.
II. Mission, powers and rights of the state office
6. The state office is body of public management which mission consists in ensuring accomplishment by the Government of the constitutional prerogatives concerning realization of domestic and foreign policy of the state and implementation of general management by public administration.
7. For realization of the mission the State office performs the following functions:
1) provides organizational and information support of activities of the Prime Minister and deputy prime ministers without portfolio (further - deputy prime ministers) for the purpose of accomplishment of the functional obligations by them;
2) is provided by cooperation of the Government with bodies of public management proceeding from the prerogatives assigned to it, according to provisions of the Constitution of the Republic of Moldova;
3) is provided by observance by the ministries and other central administrative authorities of the requirements provided by the regulatory base concerning initiation, development, approval/examination, completions and submissions of drafts of the regulations, international treaties and other documents which are subject to approval by the Government including observance of requirements concerning the analysis of impact of business activity, and also their completion after the meeting of the Government;
4) is performed by coordinating and monitoring of process of harmonization of the national legal system with the European Union law at the national level, provides its compatibility with the European Union law, and also carries out expertize of compatibility with the European Union law;
5) performs necessary activities for the organization and holding meetings of the Government and meetings of secretaries general of the ministries, including technical, organizational and information support for holding these and other meetings with participation of the Prime Minister;
6) provides preparation for publication in the Official monitor of the Republic of Moldova, according to the law, the documents approved by the Government, except for the documents containing the state secret;
7) is provided by coordinating of planning process public the politician and developments of documents public the politician according to priorities of the Program of activities of the Government and national development strategies, and also performs monitoring of their realization by the central administrative authorities;
8) the politician and regulations establishes methodological and organizational base of system of development, realization, monitoring and assessment public, the politician and regulations, including procedures of public consultation with the population and civil society gives advisory and information support to bodies of public management in decision making process for the purpose of observance of rules of reasons and promotion of documents by them public;
9) is coordinated by process of project development of development and actions for implementation of the reforms directed to achievement of priorities of the Government and also controls their realization by the ministries and other central administrative authorities on the basis of performance indicators;
10) performs internal coordination of activities of the ministries and other central administrative authorities for the purpose of achievement of priority strategic objective - the European integration of the country;
Coordinates 11) and provides management of the external help provided by the international organizations and the donor countries including monitoring of projects implementation of the external help;
12) is provided by promotion and control of realization of state policy in the field of upgrade of the state services;
Develops 13), coordinates, advances and controls policy within reform of the central and local public authority and administrative decentralization;
