About measures for strengthening of consumer protection of digital products (services) and fight against the offenses made by means of digital technologies

At the same time increase in cases of theft or fraud with use of bank cards testifies lately to insufficiency of digital financial literacy of the population and qualification of law enforcement officers, to lack of modern systems of the prevention of offenses in commercial banks and payment institutes, at operators of payment systems.

For the purpose of further development of digital economy, strengthening of consumer protection of digital products (services) and fight against the offenses made by means of digital technologies, and also increase in digital financial literacy of the population:

1. Determine that:

a) since July 1, 2024 requirements for creation and implementation of activities of operators of payment systems and payment institutes only in the form of joint-stock company are introduced;

b) minimum size of the authorized capital of operators of payment systems and payment institutes:

since July 1, 2024 for operators of payment systems constitutes 50 billion sum, payment institutes - 10 billion sum;

since July 1, 2025 for payment institutes constitutes 20 billion sum;

c) the state share in the authorized capital of National Interbank Processing Center LLC is transferred to Agency on management of the state assets in full;

d) tasks, functions and powers of the Ministry of digital technologies, the Ministries of investments, the industry and trade - in the field of regulation and development of electronic commerce, the Ministry of Economics and finance - in the field of regulation of activities for the organization of lotteries and bookmaker activities are transferred to the National agency of perspective projects (further - the Agency).
