1. These rules establish procedure for realization from the State fund of precious metals and gemstones of the Russian Federation (further - State fund of Russia) precious metals and gemstones (further - values) in the foreign market.
2. The realization of values in the foreign market is enabled by federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" (further - Gokhran of Russia).
3. For the purpose of realization of values in the foreign market by Gokhran of Russia the auction in 2 forms is held (further - the biddings). Concerning values (except for the affined precious metals) the auction is held in the form of auction, concerning the affined precious metals - in the form of collection of competitive offers on the price of the affined precious metals.
Values are implemented at the biddings by lots created by each type of values.
