Chapter I. General provisions

Article 1. Basic concepts

Civil defense - system of actions for preparation for protection and on protection of the population, material and cultural values in the territory of the Russian Federation from the dangers arising in case of the military conflicts or owing to these conflicts and also in case of emergency situations of natural and technogenic nature;

actions for civil defense - the organizational and special actions performed in the field of civil defense according to the Federal Laws and other regulatory legal acts of the Russian Federation;

the territory carried to group on civil defense - the territory in which the city or other settlement having important defense and economic value is located, with the objects which are in it, representing high degree danger of emergence of emergency situations to military and peace time;

requirements in the field of civil defense - special conditions (rules) of operation of technical management systems of civil defense and objects of civil defense, use and content of warning systems, individual protection equipment, other special equipment and property of civil defense established by the Federal Laws and other regulatory legal acts of the Russian Federation;

emergency forming on ensuring accomplishment of actions for civil defense - the forming created by the organizations from among the workers for the purpose of participation in ensuring accomplishment of actions for civil defense and the carrying out which are not connected with threat of life and to human health of urgent works in case of liquidation of emergency situations;
