About measures for increase in overall performance for investment attraction in national economy

For the purpose of ensuring high rates of economic growth and real diversification of national economy by implementation of the investment projects realized by domestic and foreign investors due to increase in level of coordination and control of activities for their effective and effective support according to the subitem 21) of article 44 of the Constitution of the Republic of Kazakhstan I DECIDE:

1. Determine the following powers of Council for investment attraction (The investment headquarters):

1) to make the decisions obligatory for execution by the central and local state bodies, and also subjects of the quasi-public sector;

2) to develop the temporary regulatory legal acts which are valid the law, accepted by the Government of the Republic of Kazakhstan according to article 61 of the Constitution of the Republic of Kazakhstan;

To bring 3) to the President of the Republic of Kazakhstan and the Prime Minister of the Republic of Kazakhstan offers on attraction to disciplinary responsibility, including release from posts of heads of the central and local state bodies, and also subjects of the quasi-public sector for non-execution or improper execution of solutions of the Investment headquarters.

2. Establish the personal responsibility:

1) the chairman and members of the Investment headquarters for improvement of the investment climate, and also timely implementation of investment projects with provision to the President of the Republic of Kazakhstan at least once in quarter of the report on the carried-out work;

2) heads of the central and local state bodies, and also subjects of the quasi-public sector for non-execution or improper execution of solutions of the Investment headquarters.

3. To the government of the Republic of Kazakhstan promptly to take the measures following from this Decree.

4. To impose control of execution of this Decree on Administration of the President of the Republic of Kazakhstan.
