About introduction of amendments to the Federal law "About Free Legal Aid in the Russian Federation" and the Federal Law "About Conscription and Military Service"

Bring in the Federal Law of November 21, 2011 No. 324-FZ "About free legal aid in the Russian Federation" (The Russian Federation Code, 2011, No. 48, Art. 6725; 2013, No. 27, Art. 3477; 2019, No. 30, Art. 4134; 2021, No. 27, Art. 5085; 2022, No. 27, Art. 4616; 2023, No. 26, Art. 4863) following changes:
1) part 2 of Article 6 to recognize invalid;
2) in Article 11:
a) in Item 3 of the word of "the state system" shall be replaced with words "the state and non-state systems", shall be replaced with words words of "this system" "these systems";
b) state Item 7 in the following edition:
"7) development and approval of the standard of rendering free legal aid by the subjects specified in the item 4 of part 1 and part 2 Articles 15, parts 2 of article 22 of this Federal Law, and also ensuring control of observance of its requirements according to the procedure established by authorized federal executive body;";
Item 5 of part 1 of Article 12 to state 3) in the following edition:
"5) determination of order of interaction of participants of the state and non-state systems of free legal aid in the territory of the subject of the Russian Federation within the powers established by this Federal Law (including regarding interaction of the state legal bureaus with other participants of these systems of free legal aid);";
4) in Article 15:
a) add part 1 with Item 1.1 of the following content:
"1. 1) the Commissioner for Human Rights in the Russian Federation, Commissioners for Human Rights in subjects of the Russian Federation;";
b) regarding 2 words "and other subjects giving free legal aid" to exclude;
5) in Article 16:
a) state the name in the following edition:
