Item 4 of part 2 of Article 4 to state 1) in the following edition:
"4) stimulation of subjects of activities in the field of the industry rationally and effectively to use material, financial and natural resources (including due to increase in level of involvement of production wastes and consumption in economic circulation as additional sources of raw materials), manpower, to provide work performance improvement, implementation of import-substituting, resource-saving and ecologically safe technologies;";
Part 3 of Article 6 to add 2) with Items 16 - 19 following contents:
"16) approves rules of carrying out expert evaluation for the purpose of determination of compliance of the engineering procedures, the equipment, technical methods, the methods applied and (or) planned to application on the object making considerable negative impact on the environment, to the best available technologies (further also - expert evaluation), the stipulated in Article 10.1 present of the Federal Law, and the requirement to the experts involved to carrying out expert evaluation;
17) is performed by information and analytical and methodical ensuring activities for carrying out expert evaluation, the stipulated in Article 10.1 present of the Federal Law;
