Article 1

Bring in the Federal Law of July 21, 2014 No. 206-FZ "About quarantine of plants" (The Russian Federation Code, 2014, No. 30, Art. 4207; 2018, No. 1, Art. 13; 2021, No. 1, Art. 14; No. 24, Art. 4188) following changes:

"Article 5.2. Federal state information system in the field of quarantine of plants

1. The federal state information system in the field of quarantine of plants is created for the purpose of ensuring functions of issue and accounting of phytosanitary documentation, including issue and accounting of acts of quarantine phytosanitary disinfecting, issue and accounting of results of laboratory researches in the field of quarantine of plants, and also for the purpose of realization of powers of the federal executive body exercising federal state phytosanitary quarantine control (supervision), stipulated in Clause the 5th this Federal Law.

2. Rules of registration of citizens, the legal entities participating in receipt (provision) of the state services in the field of quarantine of plants, legal entities, individual entrepreneurs, performing quarantine phytosanitary disinfecting of quarantine products, quarantinable objects, and submission of data and information in federal state information system in the field of quarantine of plants including with use of information and telecommunication networks, including Internet networks, including the single portal of the state and municipal services, terms of submission of data and information, requirements to ensuring access to the data and information containing in such system are established by the Government of the Russian Federation.
