For the purpose of ensuring social support of the families having the children who were affected by aggression of Ukraine in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region, Kherson region and the territories of the subjects of the Russian Federation adjacent to areas of holding special military operation I decide:

1. Perform since January 1, 2024 lump sum payment in the amount of 100 000 rubles on the child who sustained aged up to 18 years injuries (wound, injury, contusion) in the territory of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region or the Kherson region or the territory of the subject of the Russian Federation adjacent to areas of holding special military operation (further - the injured child). Lump sum payment is provided to one of parents (legal representatives) of the injured child or the injured child if at the time of payment he reached age of 18 years.

2. Determine that:

a) the right to lump sum payment arises if the injured child is citizen of the Russian Federation, constantly lives in the territory of the Russian Federation and sustained injuries (wound, injury, contusion) after February 18, 2022;

b) lump sum payment is appointed and performed by Fund of pension and social insurance of the Russian Federation for the residence or the place of stay of the injured child in case of documentary assurance of receipt of mutilation by it (wounds, injuries, contusions);

c) lump sum payment is not considered in case of determination of the right to other payments and by provision of other measures of social support, stipulated by the legislation the Russian Federation and the legislation of subjects of the Russian Federation.

3. To the government of the Russian Federation:

a) provide in accordance with the established procedure financing of the expenses connected with implementation of lump sum payment;

b) approve procedure for provision of lump sum payment, including the list of documents (data) necessary for its appointment.
