Article 1

Article 8 to add 1) with parts twelve - the fourteenth the following content:

"In the territories of certain subjects of the Russian Federation which list is established by federal executive body in the field of internal affairs the federal state unitary enterprise authorized by federal executive body in the field of internal affairs and being under its authority (further - jurisdictional enterprise) renders assistance to federal executive body in the field of internal affairs and to its territorial authorities in reception of applications about the issue of the passport and documents necessary for its registration, except for the passport containing the electronic medium of information (further - assistance in reception of applications and the documents necessary for execution of the passport).

Procedure for rendering assistance in reception of applications and the documents necessary for execution of the passport, jurisdictional enterprise to federal executive body in the field of internal affairs and to its territorial authorities, including terms of transfer by jurisdictional enterprise of the specified statements and documents in federal executive body in the field of internal affairs and its territorial authorities, procedure of control of observance by jurisdictional enterprise of requirements to rendering such assistance in reception of applications and the documents necessary for execution of the passport, and also the requirement to the information exchange of jurisdictional enterprise and federal executive body in the field of internal affairs, its territorial authorities performed with use of single system of interdepartmental electronic interaction are established by federal executive body in the field of internal affairs.

According to the application for issue of the passport submitted through jurisdictional enterprise, the passport is drawn up and issued to the applicant by federal executive body in the field of internal affairs or its territorial authority.";

Part third of Article 10 to add 2) with the offer of the following content: "In case of filing of application about issue of the passport through jurisdictional enterprise date of submission of such statement day of acceptance federal executive body in the field of the internal affairs or its territorial authority of the statement for issue of the passport provided by the specified Article of all properly processed documents, and also photos is considered.";

Procedure for rendering assistance in reception of applications about registration, about issue, prolongation of effective period and recovery of visas by authorized organization to territorial authority of federal executive body in the field of internal affairs, including terms of transfer by authorized organization of the specified statements to territorial authority of federal executive body in the field of internal affairs, the procedure of control of observance by authorized organization of requirements to rendering such assistance, and also the requirement to information exchange of authorized organization and territorial authority of federal executive body in the field of internal affairs is established by federal executive body in the field of internal affairs.

Involvement of authorized organization to rendering assistance of federal executive body to territorial authority in the field of internal affairs in reception of applications about registration, about issue, prolongation of effective period and recovery of visas is performed according to the motivated offer of the management official of the federal city of Moscow based on the relevant decision of federal executive body in the field of internal affairs and the agreement on interaction of federal executive body in the field of internal affairs and this subject of the Russian Federation.
