About state regulation of rates for electrical and heat energy in the Russian Federation

This Federal Law determines the economic, organizational and legal basis of state regulation of rates for electrical and heat energy in the Russian Federation.

Article 1. Basic concepts

In this Federal Law the following basic concepts are applied:

rates for electrical and heat energy - system of price rates at which calculations for electrical energy (capacity) and heat energy (capacity) are perfromed; for the purpose of this Federal Law the specified concept is applied proceeding from sense and specific contents of the precept of law;

the power supplying organization - the business entity performing sale to consumers of the made or purchased electrical and (or) heat energy;

the consumer - the physical person or legal entity performing use of electrical energy (capacity) and (or) heat energy (capacity);

the federal (all-Russian) wholesale market of electrical energy (capacity) (further - the wholesale market) - the sphere of the address of electrical energy and capacity within Power pool system of Russia in borders of common economic space of the Russian Federation with participation of the large producers and large buyers of electrical energy who received the status of subjects of the wholesale market and acting on the basis of rules of the wholesale market;

subjects of the wholesale market - the legal entities performing purchase and sale of electrical energy (capacity) and (or) providing services in the wholesale market.

heat energy - the goods characterized by expense of the heat carrier and change of its thermodynamic parameters (temperature, pressure);

thermal power - amount of heat energy which can be made and transferred on thermal networks for unit of time;

thermal loading - amount of heat energy which can be accepted the consumer for unit of time.
