For the current year in the external economic sphere of the country on system basis the structural transformations aimed at providing forward growth of amounts of foreign trade and export are realized, in particular, liberalization of monetarist policies is carried out, administrative barriers are eliminated, the market mechanism of pricing and payment for the exported fruit and vegetable products is established.

The legal entities having export share in total sales from sales of goods (works, services) of more than 15 percent including through the broker (attorney), are given opportunity to reduce taxable basis on the income tax of legal entities and single tax payment.

At the same time the monitoring of efficiency of the taken measures which is carried out on permanent basis shows that, despite general positive dynamics of indicators of foreign trade and export, rates of the actual surplus of its amounts do not correspond to rates of upgrade of economy.

Providing considerable surplus of export volumes first of all in industries where competitive advantages are had, is interfered by availability of number of system problems and shortcomings. In particular:

first, the available production capacities and benefits connected with availability of wide range raw, and also manpower and providing release of products, competitive in the foreign markets, with high value added are not used in full;

secondly, tools of financial support of activities of exporters do not develop, there are no mechanisms of preexport and export financing;

thirdly, the due attention is not paid to carrying out in-depth marketing researches, forming of the long-term steady markets of sale, creation of the foreign trade infrastructure, including abroad;

fourthly, there is no system work on the organization and promotion of export of different types of services, necessary infrastructure for their rendering is not developed.
