About introduction of amendments to some laws of Ukraine concerning import, accounting, distribution of the humanitarian assistance, features of the taxation of the corresponding transactions and submission of the reporting

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About the humanitarian assistance" (Sheets of the Verkhovna Rada of Ukraine, 1999, No. 51, Art. 451 with the following changes):

Article 1 to state 1) in the following edition:

"Article 1. Determination of terms and concepts

In this Law the following terms and concepts are used in the following sense:

1) the free help (transfer, performance of works, rendering services) - humanitarian assistance without any cash, material or other types of compensations to donors of the humanitarian assistance;

2) the humanitarian assistance - the target address free help in cash or natural form, in the form of irretrievable financial aid or donations, or the help in type of performance of works, the provision of services provided by foreign and domestic donors based on humanity to the receivers of the humanitarian assistance in Ukraine or abroad needing the help in connection with social vulnerability, material neediness, difficult financial position, introduction of warlike or emergency state, emergence of emergency situation or serious illness of the particular physical person and also for preparation for the armed protection of the state and its protection in case of the armed aggression or armed conflict;

3) donors of the humanitarian assistance (further - donors) - the legal entities created and registered according to the legislation of Ukraine or foreign state and the physical persons which are in Ukraine or beyond its limits which voluntarily provide the humanitarian aid to receivers of the humanitarian assistance in Ukraine or beyond its limits;

4) measures of official control - phytosanitary control, veterinary health control, the state control of compliance with law about foodstuff, sterns, by-products of animal origin, health and wellbeing of the animals performed according to the legislation of Ukraine;
