3. Add Chapter 4 with Articles 20-1 and 20-2 of the following content:

The president of the Republic of Belarus in the field of notariate and notarial activities:

Article 20-2. Powers of Council of Ministers of the Republic of Belarus in the field of notariate and notarial activities
Council of Ministers of the Republic of Belarus in the field of notariate and notarial activities:
provides carrying out single state policy;
determines the extreme number of notaries in the Republic of Belarus, and also the number of the notaries performing notarial activities in notarial bureaus;
establishes the size of notarial rate for making of notarial actions and rendering services of legal and technical nature by notaries, and also cases of exemption of notarial rate, feature of its payment, cases of return of the paid notarial rate;
establishes the size of rate for the services of technical nature rendered by employees of notarial archives, and also cases of return of the paid rate;
