1. For increase in defense capability of the state for warlike situation in Ukraine to the Ministry of Defence, regional, Kiev city to provide to district military (state) authorities, military authorities of settlements, the State agency of recovery and development of infrastructure construction of military technical and fortification constructions (further - fortification constructions) for the account and in the expense limits of the government budget, local budgets and other sources which are not prohibited by the legislation.
2. Determine that for warlike situation in Ukraine or its certain areas:
The Ministry of Defence, the Public special service of transport, regional, Kiev city, district military (state) authorities, military authorities of settlements, the State agency of recovery and development of infrastructure are the state customers in the field of defense on purchase of goods, works and services of defense appointment (dual-use goods) for construction of fortification constructions (further - the state customers);
the decision on accessory of construction objects with non-constant location to fortification constructions and their construction for needs of defense is accepted by the General Staff of Armed Forces by approval of offers of military command within which territory of responsibility such construction will be performed, with indication of places and quantity of construction objects, and also taking into account safety situation during construction and goes to the Ministry of Defence, the relevant regional military (state) authorities, the Kiev city military (state) administration for implementation of functions of the customer;
