About measures for support of youth entrepreneurship in the Surkhandarya region

For the purpose of broad involvement of youth to entrepreneurship and support of business initiatives of young entrepreneurs in the Surkhandarya region, creation of favorable business climate, production incentive of competitive products with high value added, and also employment of youth in the region:

1. Allocate fund of support of young entrepreneurs under the Ministry of investments, industry and trade (further - Fund) in the amount of 40 million US dollars for financing of projects in youth industrial and entrepreneurial zones (further - Youth industrial zones) the Surkhandarya region.

2. Determine that in Youth industrial zones of the Surkhandarya region:

a) placement of entrepreneurial projects is performed, including on the basis of industrial mortgage. At the same time on land allocated in accordance with the established procedure subjects of entrepreneurship build ready factory buildings and constructions for young entrepreneurs;

b) land under construction on the basis of industrial mortgage according to the master plan is placed at electronic online auction with determination of conditions about key parameters and terms of construction of the built factory buildings and constructions, and also these conditions are provided in the lease agreement of the parcel of land;

3. Agree with offers of the Ministry of investments, the industry and trade, commercial banks, Agencies on cases of youth and khokimiyat of the Surkhandarya region about:

a) permission of financing of acquisition loans by young entrepreneurs of the factory buildings and constructions built on the basis of industrial mortgage in Youth industrial zones of the Surkhandarya region by fund;

b) provision of the financial resources issued by commercial banks by fund on acquisition of factory buildings and constructions for a period of 10 years with grace period 3 years. At the same time:
