About introduction of temporary ban (moratorium) on conducting checks of subjects of entrepreneurship

For the purpose of stabilization of economic activity of subjects of entrepreneurship, ensuring further development of business environment, attraction and improvement of the investment climate, and also elimination of unreasonable and excessive intervention of state bodies in activities of subjects of entrepreneurship, according to Articles 66, I decide 71 Constitutions of the Kyrgyz Republic:

1. Impose the moratorium on the inspections of subjects of entrepreneurship till December 31, 2024 which are carried out by the law enforcement and other authorized bodies having the right to conducting checks of subjects of entrepreneurship, except for the checks performed:

1) at the request of officials of state bodies in case of identification of concrete facts of violation by the subject of entrepreneurship of the legislation of the Kyrgyz Republic with application of documents, materials and other confirmatory data;

2) bodies of Tax Service;

3) customs authorities;

4) checks concerning compliance with law in the field of food safety;

5) the National Bank of the Kyrgyz Republic performing functions according to the bank law of the Kyrgyz Republic.

2. To the Cabinet of Ministers of the Kyrgyz Republic in three-months time to develop and introduce to Jogorku Kenesh of the Kyrgyz Republic the bill of the Kyrgyz Republic regulating rules of the inspections of subjects of entrepreneurship which are carried out by law enforcement, tax and other authorized bodies, only after their registration in bodies of prosecutor's office.
