In recent years for the purpose of simplification and encouragement of implementation of business activity in Uzbekistan number of the procedures connected with industry is critically reviewed, the obsolete bureaucratic barriers and obstacles which are not meeting the requirements of time are cancelled. As a result of the taken measures the business environment in the republic improved, ample opportunities for subjects of entrepreneurship and private investors are created.
At the same time there is need for further liberalization of foreign trade by harmonization of the national legal system with the international standards, including rules of the International convention about simplification and harmonization of customs procedures (Kyoto, on May 18, 1973, with amendments of June 26, 1999), Agreements on simplification of customs procedures of the World Trade Organization and World Customs Organization.
This Law is directed to elimination of gaps in the legislation, reduction of regulations by determination of customs value of goods in case of their import in compliance with international standards, simplification of procedures of goods placement under customs regimes of export, reimport and re-export.
This Law will serve ensuring harmonization of the national legal system with international standards, including to creation of conditions for the equal competition in economy and to broad attraction of foreign investments.
