For the purpose of diversification of tourist services and acceleration of implementation of investment projects, creation of more favorable conditions for development of ecological tourism due to rational use of the available natural resources of our country and attraction of direct foreign investments to this sphere, and also employment and expansion of sources of the income of the population living in the remote and hard to reach areas in the mountain and desert territories by creation of additional opportunities for subjects of entrepreneurship:

1. Approve offers of the Ministry of ecology, environmental protection and climate change (further - Minekologiya), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on allocation to subjects of entrepreneurship of the parcels of land in buffer zones of national parks, national natural parks, nurseries (except for the zones transformed to reserves), forest and lesookhotnichy farms, in the mountain and desert territories, and also in the water protection zones of water objects (further - the ecoterritories) for creation of tourist clusters with the organization of complex tourist services.

2. Establish procedure according to which:

the parcels of land located in the ecoterritories are leased to subjects of entrepreneurship for creation of tourist clusters without change of their category by means of electronic trade platform of "E-auksion" for a period of 10 years with possibility of the subsequent prolongation of term of implementation of activities;

Minekologiya is granted the right to involvement of foreign design institutes and consultants to project development of the detailed layout and master plans of the tourist clusters created in the ecoterritories;

fee of the project and consulting companies, domestic and foreign experts, and also managing companies on project development of the detailed layout and master plans of the tourist clusters created in the ecoterritories is made at the expense of the means of Ecological fund and other sources which are not prohibited by acts of the legislation;
