About safety of hydraulic engineering constructions
This Federal Law governs the relations arising when implementing activities for safety during the designing, construction, capital repairs, operation, reconstruction, preservation and liquidation of hydraulic engineering constructions, establishes obligations of public authorities, owners of hydraulic engineering constructions and the operating organizations for safety of hydraulic engineering constructions.
This Federal Law extends to hydraulic engineering constructions which are specified in article 3 of this Federal Law and which damages can lead to emergence of emergency situation.
The legislation on safety of hydraulic engineering constructions consists of this Federal Law, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, and also regulatory legal acts of federal executive bodies adopted according to it, including federal regulations and rules of safety of hydraulic engineering constructions.
Federal regulations and rules of safety of hydraulic engineering constructions affirm the federal executive bodies performing functions on development and realization of state policy and normative legal regulation in the field of safety of hydraulic engineering constructions and establish mandatory requirements:
to safety of engineering procedures in case of operation of hydraulic engineering constructions, except for requirements imposed to safety of the engineering procedures proceeding in the basic and in the service equipment of the power generation facilities settled by requirements to ensuring reliability of electric utility systems, reliability and safety of power generation facilities;
