Chapter I. General provisions

Article 1. Emergency state

1. Emergency state means the particular legal regime of activities of public authorities, local government bodies, organizations entered according to the Constitution of the Russian Federation and this Federal constitutional Law in all territory of the Russian Federation or in its certain areas irrespective of legal forms and patterns of ownership, their officials, public associations allowing the separate restrictions of the rights and freedoms of citizens of the Russian Federation established by this Federal constitutional Law, foreign citizens, stateless persons, the rights of the organizations and public associations and also assignment on them subsidiary duties.

2. Introduction of emergency state is the temporary measure applied only for safety of citizens and protection of the constitutional system of the Russian Federation.

The purposes of introduction of emergency state are elimination of the circumstances which formed the basis for its introduction, ensuring protection of rights and freedoms of man and citizen, protection of the constitutional system of the Russian Federation.

Article 3. Circumstances of introduction of emergency state
