About measures for ordering of production of nonmetallic materials in reservoirs

In recent years the number of the subjects of entrepreneurship who are engaged in production of nonmetallic materials in beds of the rivers, coastal strips and the water protection zones grows in the country as a result of expansion of amount of construction and sharp increase in demand for nonmetallic materials.

Along with it in 2023 in 303 cases connected with illegal production of sand and gravel in beds of the rivers penalties in the amount of 68 billion sum were applied to 268 persons, them them in 42 cases criminal cases for causing damage to the nature in the amount of 45 billion sum are brought.

As a result of it inventories of water resources are reduced, there are cases of destruction of coast of the rivers, pollution of the water protection zones different waste, damage is caused to irrigating systems, infrastructure facilities of the electric power, transport and hydraulic engineering.

The ecological situation in beds of the rivers Chirchiq, the Syr Darya, Sangzor, Zarafshan, Naryn, the Kashkadarya and Surkhandarya especially requires acceptance of additional measures for their recovery and strengthening of control.

For the purpose of improvement of the current situation by providing ecological safety in case of projects implementation of clearing of beds from the collected nonmetallic materials and shore protection of the rivers:

1. Agree with offers of the Ministry of ecology, environmental protection and climate change (further - Minekologiya) and the Ministries of the mining industry and geology (further - Mingeologiya), providing since May 1, 2024:

introduction of the termless moratorium on production of nonmetallic materials in beds of the rivers Chirchiq, the Syr Darya, Sangzor, Zarafshan, Naryn, the Kashkadarya and Surkhandarya;

determination of borders of the territories of distribution of the moratorium by the Cabinet of Ministers;

realization of the right to production of sand-gravel materials in beds of the rivers, coastal strips and the water protection zones only by means of electronic trade platform of "E-auksion";
