In recent years in the republic large-scale work on increase in efficiency of prevention of the fires and enhancement of the state control in the field of fire safety, to creation of single system of the fire safety allowing to provide reliable protection of life and health of citizens, and also property of physical persons and legal entities is carried out.
At the same time the undertaken reforms on increase in efficiency of prevention of the fires along with strengthening of explanatory and preventive measures require strengthening of measures of responsibility for violation of fire safety regulations.
Also for the purpose of ensuring compliance with the constitutional principles of proportionality and sufficiency in case of application of measures of legal impact it is required to liberalize some measures of the administrative responsibility connected with abuses of regulations of fire safety.
This Law to the Code of the Republic of Uzbekistan on the administrative responsibility makes the additions and changes providing strengthening of measures of the administrative responsibility for abuse of regulations of fire safety, establishment of the administrative responsibility for violation of requirements of fire safety in the woods which led to the fire and also provision to bodies of the state fire supervision of the right of direct application of measures of the administrative responsibility for abuses of regulations of fire safety concerning subjects of entrepreneurship.
Besides, discharge of such persons is established, on imprudence or because of abuse of regulations of fire safety of which in dwelling stock there was fire which is not connected with damnification to human health either damage or destruction of alien property.
