The citizen of Turkmenistan according to the Constitution of Turkmenistan shall protect the Fatherland Turkmenistan, its sovereignty, independence, territorial integrity, the constitutional system, to observe the Constitution of Turkmenistan and the laws of Turkmenistan, to provide legality and law and order.

1. Bodies of the local executive authority, officials of the companies, organizations and organizations shall:

make search and in the presence of legal causes to detain the citizens evading from military accounting, conscription or military charges, passings of military service, military charges;
report in seven-day time in the corresponding military commissariats about cases of identification of the citizens obliged to consist, but who are not staying on the military registry.
3. Bodies of civil registration shall report in seven-day time in the corresponding military commissariats about modification of civil registrations of the citizens consisting or obliged to stay on the military registry.
4. Bodies of inquiry, pretrial investigation shall report in seven-day time in the corresponding military commissariats about initiation of legal proceedings and their permission concerning the citizens consisting or obliged to stay on the military registry.
5. Courts shall report in seven-day time in the corresponding military commissariats about the sentences which took legal effect concerning the citizens consisting or obliged to stay on the military registry.
6. Medico-social commissions of experts shall report in seven-day time in the corresponding military commissariats about recognition of the citizens consisting or obliged to stay on the military registry, disabled people and disability removal.
1. State governing bodies, the local executive authority and local self-government for performing medical examination and surveys of the citizens arriving on military accounting, military service, called on military charges and also for appeal of citizens on military service shall provide and equip the necessary territories and rooms, to provide provision of necessary medicines, the medical equipment, tools, economic property, transport, to involve necessary specialists doctors, average medical personnel and technical workers.
2. To the citizen participating in actions for ensuring execution by citizens of conscription its average earnings remain, traveling expenses if participation in the specified actions is connected with departure from the permanent residence, according to the procedure, established by the Cabinet of Ministers of Turkmenistan are refunded.
3. Compensation of the losses suffered by the company, organization, the organization and the citizen in connection with providing the actions specified in Items 1 and 2 of this Article is performed according to the procedure, established by the President of Turkmenistan.
