For the purpose of safety of motor transportations *, I decide creations of conditions for fair competition and improvement of quality of the rendered services:
1. Create the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message" (further – the register).
about the automobile carriers performing motor transportations of passengers in the irregular message including cars taxi (further – motor transportations of passengers in the irregular message), including independently carrying out acceptance and transfer of orders for accomplishment of motor transportations of passengers cars taxi (further – automobile carriers);
about vehicles (buses, cars, cars taxi) used for rendering services in accomplishment of motor transportations of passengers in the irregular message (further – vehicles);
about the transport drivers who are carrying out motor transportations of passengers in the irregular message (further – drivers);
about dispatchers of motor transportations of passengers in the irregular message;
about taxi dispatchers.

2. Determine that:
2.1. are illegal and transport activities and activities of drivers in the field of motor transportations of passengers in the irregular message without inclusion in the register of the data provided in part two of Item 1 of this Decree (further – data), and also during suspension of stay in the register of data are prohibited;
