recognizing need of protection of the population and the environment from harmful effects and impact as a result of the possible accidents and intentional illegal acts connected with cross-border transportations of radioactive materials

promoting development of mutually beneficial cooperation in the field of use of radioactive materials and radiation technologies, ensuring nuclear and radiation safety in case of cross-border transportations of radioactive materials,
