Article 1

Part the eleventh to state 1) in the following edition:

"The Russian aircrafts performing delivery of people, loads and goods from the territory of the Russian Federation on the artificial islands, installations and constructions located in exclusive economic zone or on the continental shelf of the Russian Federation and also on the Russian vessels specified in the subitem "an" of Item 1 of article 9.1 of this Law, which are in the Arctic Ocean and in the seas entering it or from the specified artificial islands, installations, constructions and courts on the territory of the Russian Federation can repeatedly cross Frontier out of the allocated air passage without passing boundary, customs (regarding making of the customs transactions connected with arrival (departure) of courts) and other types of control according to the procedure, established by the Government of the Russian Federation. The specified Russian aircrafts are forbidden to perform in flight in airspace of foreign states, landing (acceptance aboard) persons which underwent border control in case of departure from the territory of the Russian Federation and also persons which did not undergo border control in case of arrival on the territory of the Russian Federation, unloading (loading) of any loads, goods, currencies animal on vessels (from courts) concerning which border and customs control in case of departure from the territory of the Russian Federation is exercised, and also on vessels (from courts) concerning which border and customs control in case of arrival on the territory of the Russian Federation is not exercised if other is not established by the Government of the Russian Federation or is not caused by the necessity of rescue of people, courts or other force majeure on which the commander of the Russian aircraft without delay informs boundary and customs authorities.";

Part the twelfth to state 2) in the following edition:

"In case of accomplishment of flights between the territory of the Russian Federation and artificial islands, installations, constructions located in exclusive economic zone or on the continental shelf of the Russian Federation and the Russian courts specified in the subitem "an" of Item 1 of article 9.1 of this Law, which are in the Arctic Ocean and in the seas entering it, departure of aircrafts from the territory of the Russian Federation and their landing after vlet to the territory of the Russian Federation can be made from airfields, helidromes and airfields of the Russian Federation, including not open for the international flights.".

Article 2

This Federal Law becomes effective after thirty days after day of its official publication.
