Placement by the telecom operator of communication networks on objects of common property in the apartment house for rendering communication services on data transmission and provision of access to the Internet to the subscriber citizen is performed without collection of payment for use of objects of common property in the apartment house, for access to communication networks according to part 4.2 of article 36 of the Housing code of the Russian Federation for the purpose of realization of the rights of citizens to information access, including information on activities of state bodies and local government bodies, on access to the state information systems, and also for provision to the subscriber citizen of communication services, stipulated in Item 5.3 articles 46 of this Federal Law.".
