About change of resolutions of Council of Ministers of the Republic of Belarus

1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

1.1. from part two of Item 2 of the Regulations on procedure for holding open tender in the form of the two-stage tender and tender with limited participation approved by the resolution of Council of Ministers of the Republic of Belarus of July 2, 2019 No. 448, the second offer to exclude;

1.2. in the resolution of Council of Ministers of the Republic of Belarus of July 2, 2019 No. 449 "About establishment of criteria, method of assessment and comparison of proposals of participants of the opened and closed tenders":

in Item 1:

add Item with subitem 1.1-2 of the following content:

"1.1-2. in case of acquisition of works (services) in creation, development (upgrade, completion) of the state digital platforms and (or) the state information systems (resources) within implementation of actions in the field of digital development, except the evaluation criteria determined in subitem 1.1 of this Item as a part of not cost group the following evaluation criteria in addition are applied:

availability of the confirmed positive experience comparable to subject of public procurement of nature and amount of the performed works (the rendered services) within the last five years;

total price of the agreements corresponding to subject of public procurement, or similar, performed by the participant for the last five years;

the level of the functional and technical characteristics created, developed (modernized, finished offered by the participant) the state digital platforms and (or) the state information systems (resources);

availability of qualified personnel which will be involved in performance of works (rendering services);
