This Federal Law determines the legal basis of measures for strengthening of the state control of observance of procedure of the international motor transportations by the territory of the Russian Federation by the cargo vehicles or by buses belonging to both the Russian, and foreign carriers and separate cabotage motor transportations in the cases established by this Federal Law, responsibility for violation of the procedure established by this Federal Law, and also the rights and responsibility of bodies and their officials, representatives to carry out control of observance of procedure of the international motor transportations.

Article 1

For the purpose of this Federal Law the following basic concepts are used:

the cargo vehicle - the driverless vehicle intended for transportation of goods or the driverless vehicle with trail car or semitrailer truck;

the Russian carrier - the Russian legal entity or the individual entrepreneur using one or several cargo vehicles and (or) one or several buses belonging to them (further - vehicles) for transportation of goods or passengers;

foreign carrier - the foreign legal entity or physical person using the vehicle belonging to it for transportation of goods or passengers;

the international motor transportation - transportation by the vehicle of loads or passengers on the territories of two and more states, and also driving of not loaded vehicle through the territories of two and more states;
