"Article 4.1. National dictionary fund
1. The national dictionary fund is federal state information system which represents set of information on the regulations of the modern Russian literary language fixed in normative dictionaries, and also in dictionaries, containing data on development of regulations of the Russian literary language, and the information technologies and technical means providing processing of such information.
2. The national dictionary fund consists of the dictionary entries which are the main structural units of normative dictionaries, and also the dictionaries containing data on development of regulations of the Russian literary language.
3. Information containing in National dictionary fund is public.
4. The purpose of creation of National dictionary fund is ensuring access of citizens, the organizations, public authorities, other state bodies and local government bodies to information on regulations of the modern Russian literary language with use of the Internet on a grant basis.
5. Operator and the customer of National dictionary fund is the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the higher education.
6. The operator of National dictionary fund provides creation, development, operation of National dictionary fund, information processing, containing in National dictionary fund, and also its provision to citizens, the organizations, public authorities, other state bodies and local government bodies.
