"10. The structure of the Commission affirms the President of the Republic of Kazakhstan on representation of the special advisor to the president concerning domestic policy and to communications and consists of the chairman, two deputies, the secretary and members of the commission.

11. The commission chairman performs the common directorship of activities of the Commission, gives instructions to deputies, the secretary and members of the commission, determines the agenda of its meetings, signs in-house documents, recommendations and the conclusions of the Commission, participates in the meetings concerning human rights and freedoms in coordination with the special advisor to the president of the Republic of Kazakhstan concerning domestic policy and to communications makes offers to the President of the Republic of Kazakhstan on enhancement of activities of the Commission.
In the absence of the commission chairman in-house documents, recommendations and the conclusions are signed by one of vice-chairmen of the Commission.
In the absence of the commission chairman and his deputies in-house documents, recommendations and the conclusions of the Commission are signed by her secretary.
12. Commission sessions are convoked by its chairman as required, but once a quarter suffices. Commission sessions are considered competent if at them there are more than a half of her members.
