About energy saving and energy efficiency
This Law establishes legal, economic and organizational bases of stimulation of energy saving and increase in energy efficiency.
In this Law the following basic concepts are used:
1) the State energy examination – the expertize which is carried out in the field of energy saving and energy efficiency for the purpose of determination of efficiency of use of fuel and energy resources, ensuring accounting of energy resources and safety of the energy equipment;
2) class (degree) of energy efficiency of capital structures – the characteristic of capital structures (buildings, constructions) reflecting their energy efficiency;
3) energy inspection – the inspection including data collection and processing about use of fuel and energy resources, about indicators in the field of energy saving and energy efficiency, carried out for the purpose of assessment of energy efficiency of use of fuel and energy resources and identification of the possible directions for effective and their rational use;
4) the contract for carrying out energy inspection – the agreement which subject is implementation by the contractor of the actions directed to energy saving and increase in energy efficiency of use of energy resources by the customer;
5) the energy passport – the document in which by results of energy inspection data on amount of the used fuel and energy resources, indicators of energy efficiency and energy saving potential are provided;
6) energy efficiency indicator – the evidence-based absolute or specific value of consumption of fuel and energy resources (taking into account their normative losses) on production of unit of production, performance of works and rendering services of any appointment established by regulating documents in the field of energy saving and energy efficiency;
