I ORDER:

1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of January 21, 2015 No. 34 "About approval of Rules of assignment of strips of frequencies, radio frequencies (radio-frequency channels), operation of radio-electronic means and high-frequency devices, and also carrying out calculation of electromagnetic compatibility of radio-electronic means of civil appointment" (it is registered in the Register of state registration of regulatory legal acts for No. 10730) the following changes:

in Rules of assignment of strips of frequencies, radio frequencies (radio-frequency channels), operation of radio-electronic means and high-frequency devices, and also carrying out calculation of electromagnetic compatibility of the radio-electronic means of civil appointment approved by the specified order:

"4. Issue, cancellation, prolongation and renewal of permission to use of radio-frequency range of the Republic of Kazakhstan is the state service (further - the state service).

The list of the main requirements to rendering the state service, is stated according to appendix 3 to these rules.

5. For receipt of the state service the uslugopoluchatel sends to Committee of telecommunications of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - the service provider) in electronic form by means of the web portal of "the electronic government" www.egov.kz (further - the portal):

1) the request (including for the courts floating under the flag of the Republic of Kazakhstan including assignment of call sign) in form, according to appendix 4 to these rules;

2) the explanatory note in which reasons for required strip (nominal) for radio frequencies where data on purpose of topology and architecture of the planned radio network (radio line), the location of its control center concerning the territory of the Republic of Kazakhstan (in limits or beyond its limits), the used standards and protocols, technical characteristics of RES planned to application are in detail stated are given. Including, are applied to the explanatory note:

for the organization of satellite communication the copy of the letter of the operator of satellite communication with indication of nominals (strip) of the allocated radio frequencies, effective it is isotropic emitted capacity, class of radiation, type of VSAT stations;

3) depending on type of radio communication the questionnaire on stationary radio-electronic means overland mobile (on the base station of cellular communication (2G, 3G, 4G, 5G), on radio-electronic means of system of wireless radio communication (WLL - wireless local loop), on stationary radio-electronic means very high frequency (further - VHF), short waves (further - KV), trunking radio communication and data transmission networks) and sea services (shore, radar stations, radio beacons) according to appendix 5, or the questionnaire to the radio relay line according to appendix 6, or the questionnaire on the telebroadcasting transmitter according to appendix 7, or the questionnaire on the terrestrial station according to appendix 8 to these rules is filled in (for ship stations the completed questionnaire with specifications in form, according to appendix 9 to the presents of Rules).";

1) the explanatory note in which reasons for required strip (nominal) for radio frequencies where data on purpose of topology and architecture of the planned radio network (radio line), the location of its control center concerning the territory of the Republic of Kazakhstan (in limits or beyond its limits), the used standards and protocols, technical characteristics of RES planned to application, the scheme of the organization of communication, grid of frequencies (radio channels) are in detail stated are given;

2) depending on type of radio communication the questionnaire on stationary radio-electronic means overland mobile (on the base station of cellular communication (2G, 3G, 4G, 5G), on radio-electronic means of system of wireless radio communication (WLL - wireless local loop), on stationary radio-electronic means of VHF, KV, trunking radio communication and data transmission networks) and sea services (shore, radar stations, radio beacons) according to appendix 5, or the questionnaire to the radio relay line according to appendix 6, or the questionnaire on the telebroadcasting transmitter according to appendix 7 or the questionnaire on the terrestrial station according to appendix 8 to these rules is filled in;
