by use of the operating property complexes, buildings, rooms and constructions which are in utility property or operational management of legal entities (public institutions, the companies) where small production enterprises will be placed under lease.

Creation of small industrial zones will promote development of industries of economy by provision for subjects of small and medium entrepreneurship of possibility of receipt of production rooms. Thus, within development of the Almaty agglomeration conditions for creation of the competitive companies in processing industry and increases in quantity of workplaces will be created.".
