About introduction of amendments to some joint orders of the Department of Energy of the Republic of Kazakhstan and the Minister of national economy of the Republic of Kazakhstan

WE ORDER:

1. Bring in the joint order of the Minister of Energy of the Republic of Kazakhstan of December 24, 2015 No. 748 and the Minister of national economy of the Republic of Kazakhstan of December 29, 2015 No. 824 "About approval of criteria for evaluation of risk degree and checking sheets in the field of gas and gas supply" (it is registered in the Register of state registration of regulatory legal acts for No. 13031) the following changes:

in criteria for evaluation of risk degree in the field of the gas and gas supply approved by the specified joint order:

in Item 2:

8) to be reworded as follows the subitem:

"8) gas-filling Item - the engineering construction intended for storage, discharge and filling the liquefied oil gas in household cylinders and also repair and utilization of household cylinders;";

21) and 22) to be reworded as follows subitems:

"21) group reservoir installation - the engineering construction consisting of group of reservoirs, the safety and locking and regulating armature, gas pipelines and intended for storage and supply of the liquefied oil gas in gas-consuming systems;

"22) the consumer - the residential, household, industrial consumer, the industrial consumer investor or the consumer included in the list of power plants, the large commercial consumer, person performing digital mining;";

in appendix 6:

to be reworded as follows line, sequence number 9:

Observance of conditions on regular supply commodity gas of the consumers connected to gas-distribution system except for:

1) violations by the consumer of safety rules of objects of gas supply systems;

2) technical defect of objects of gas supply systems;

3) unauthorized connection of the gas equipment by the consumer;

4) non-admissions of representatives of the gas transmission or gas-distributing organization or the owner of group reservoir installations to gas pipelines, the gas equipment and metering devices;

5) receivables availability for the commodity or liquefied oil gas delivered according to the agreement of retail sale of the commodity or liquefied oil gas;

6) breaches of agreement on conducting separate accounting of commodity gas, regarding the provided obligations:

the consumers included in the list of power plants on conducting separate accounting of use of commodity gas for power supply of the population, the legal entities, persons performing digital mining;

large commercial consumers on conducting separate accounting of use of commodity gas for production of socially important food products, and also heat and (or) electrical energy for the population and legal entities and other goods;

persons performing digital mining on conducting separate accounting of use of commodity gas on implementation of digital mining and other activities;

persons performing production of electrical energy on conducting separate accounting of use of commodity gas for production of electrical energy for persons performing digital mining and other persons;

persons performing electric power supply to consumers on conducting separate accounting of sales amount of electrical energy to persons performing digital mining and other persons.
