Approve the Procedure for use in 2007 for the means provided in the government budget for provision of one-time financial support to disabled people which is attached.

1. This Procedure determines use mechanism in 2007 of the means provided Ministry of Labor in the government budget according to the "One-time Financial Support to Disabled People" program (dalshebyudzhetny means).
Manager of budgetary funds of the lowest level is Social Security Fund of disabled people (further - Fund).
2. One-time financial support to disabled people (further - the help) is provided to disabled people and handicapped children based on the application in person or the statement of one of parents, the guardian or the custodian (legal representative) given to management of work and social protection of the population district, district in Kiev and Sevastopol the state administrations, structural division concerning work and social protection of the population of executive body of city, district council in the city (further - district social security authorities) if the size of the pension or the government public assistance appointed instead of pension of the disabled person and the handicapped child in month which precedes month of the address does not exceed the amount of two subsistence minimums for the corresponding category of the population.
